Who we are

Incetra d.o.o. is a consultancy established in Belgrade, Serbia in 2012. We specialise in public-sector reform in Southeast Europe and the Western Balkans, working on assignments funded by the European Union (IPA, NDICI, TSI, WBIF), the World Bank, UNDP, GIZ, and bilateral donors. We act both as lead consultant and as a consortium partner alongside major European implementing firms.

What we do

We concentrate our work in three practice areas where we have deep expertise and a verifiable track record: Public Finance Reform (with a particular focus on Electronic Invoicing), Public Safety (112 and Border Management), and e-Government. Across these areas we deliver institutional diagnostics, policy and regulatory advice, process design, system implementation support, capacity building, and monitoring & evaluation.

How we work

Every assignment begins with a structured inception phase: stakeholder mapping, a shared definition of success, and a work plan that is realistic about what can be delivered in the time and budget available. We use standard tools (log frames, theories of change, PRAG-compliant procurement practice) but we do not let methodology substitute for judgement.

Every deliverable is peer-reviewed by a senior expert who is not on the delivery team

Procurement is handled in line with PRAG (EU) and relevant World Bank procurement policy; data handling meets GDPR and the Serbian Law on Personal Data Protection

Reports are written for the reader who has to act on them — the ministry, the DG, the EUD — not for the consultant who wrote them

Team

Incetra operates with a small permanent core and a roster of senior long- and short-term experts. Leadership combines 20+ years of experience in public-sector reform with direct knowledge of the regulatory environment in Serbia and the Western Balkans.

Leadership

Vojislav Simić is the Managing Director of Incetra d.o.o., the firm he has led since 2012. He is a lawyer by training (LLB, University of Belgrade) with executive education from London Business School and is a certified PRINCE2 Practitioner. Over more than twenty years in the field, he has built a body of work at the intersection of legal reform, project management, and the technology that modernises public administration.

He has served as Team Leader, Project Manager, and Key Legal Expert on assignments for the Ministry of Finance, Ministry of Interior, Ministry of Justice, and other Serbian institutions, on programmes financed by the European Union, the World Bank, USAID, GIZ, and the Council of Europe. His hands-on experience covers the full sweep of Incetra’s three practices: the Serbian e-invoicing framework (SEF) and VAT-return reform, the design of the national 112 emergency support system, integrated border management, and e-Government services.

Vojislav works in Serbian, English, and German. He has delivered assignments in Serbia, Turkey, and North Macedonia, and represents Incetra in consortia with leading European implementing firms.
